一 | राज्य ब्यूरो, नई दिल्ली। बारापुला फेज-3 एलिवेटेड कॉरिडोर समेत कई परियोजनाओं में देरी की मुख्य वजह मध्यस्थता है। इसमें वित्तीय अनियमितता भी है। इसी को ध्यान में रखते हुए रेखा गुप्ता सरकार ने विकास कार्यों से संबंधित अनुबंध शर्तों से मध्यस्थता की धारा हटाने का फैसला किया है। भविष्य में विभाग और ठेकेदार के बीच किसी भी विवाद का निपटारा अदालत में ही होगा।,साथ ही, पिछले 20 वर्षों में लोक निर्माण विभाग (पीडब्ल्यूडी) और सिंचाई एवं बाढ़ नियंत्रण विभाग (आईएंडएफसी) के एक करोड़ रुपये और उससे अधिक के मामलों में मध्यस्थता के फैसलों की जांच की जाएगी। इसके लिए अतिरिक्त मुख्य सचिव (पीडब्ल्यूडी/आईएंडएफसी) की अध्यक्षता में एक उच्च स्तरीय समिति का गठन किया गया है।,लेखा परीक्षा नियंत्रक को समिति में सदस्य और अतिरिक्त महानिदेशक (पीडब्ल्यूडी/आईएंडएफसी) को सदस्य सचिव बनाया गया है। पीडब्ल्यूडी और आईएंडएफसी की आंतरिक वित्त संबंधी सहायता टीम के साथ-साथ लेखा परीक्षा निदेशालय की दो लेखा परीक्षा टीमें समिति की सहायता करेंगी।,मुख्यमंत्री रेखा गुप्ता ने कहा, इस समिति के गठन और जाँच का उद्देश्य सरकार के विरुद्ध दिए गए निर्णयों की जानकारी, भुगतान की राशि और राजस्व हानि आदि का आकलन करना है। उन्होंने कहा, हाल ही में भ्रष्टाचार निरोधक शाखा को बारापुला फेज-3 कॉरिडोर के निर्माण में अनियमितताओं और देरी के कारण उत्पन्न मध्यस्थता मामले की जाँच के आदेश दिए गए हैं।,मध्यस्थता के कारण अक्टूबर 2017 में पूरा होने वाले इस प्रोजेक्ट के निर्माण में देरी हुई है। मध्यस्थता का फैसला ठेकेदार के पक्ष में आया। उसे 120 करोड़ रुपये का भुगतान करने का आदेश दिया गया। भुगतान रुकने पर ठेकेदार हाईकोर्ट चला गया। हाईकोर्ट ने पीडब्ल्यूडी को मई 2023 में ब्याज और जीएसटी सहित 175 करोड़ रुपये का भुगतान करने का आदेश दिया। यह राशि तत्कालीन आप सरकार की पीडब्ल्यूडी मंत्री आतिशी के कार्यकाल में चुकाई गई थी।,
